NEW: Massive foreign aid spending bills move to the House floor for vote

On Friday, it was revealed that House Republicans had, with the help of their Democratic colleagues, succeeded in approving a rule that sets the stage for a vote on four separate bills, three of which relate to foreign aid. 

The rule to move forward was passed by a margin of 316 to 94, with more Democrats, 165, than Republicans, 151, voting in favor. Lawmakers are set to vote on the bills by Saturday. 

According to CBS News, the foreign aid bills allocate $60.8 billion to Ukraine, $8.1 billion to countering China in the Indo-Pacific, and $26.4 billion to Israel. The latter also includes a great deal of funding for Palestinian humanitarian efforts due to a push from Democrats.

A fourth bill would give the US the ability to sell the frozen assets of Russian oligarchs, possibly force the sale of TikTok to an American company, and impose harsher sanctions on Iran, China, and Russia, among other Republican-endorsed foreign policies.

Per House Resolution 1160, the rule "waives all points of order against provisisions in the bill[s]," effectively meaning lawmakers will have to vote on the legislation as it is written.

Nonetheless, there will still be 30 minutes of general debate before each vote to allow members of Congress to share their thoughts and try to persuade their colleagues to vote a certain way.

As CBS News reports, a number of Republican hardliners including Reps. Marjorie Taylor Greene and Chip Roy refused to vote in favor of the rule as the bills did not include funding to secure the border, however Johnson vowed to push a vote on "aggressive" national security legislation on Friday. It will need two thirds support to pass since it failed to be accepted by the Rules Committee.
