ICE was not aware of the case until TPM contacted it. Oregon does not allow law enforcement to contact federal authorities about foreign national criminal suspects in custody.
Update Jan. 10, 2026: Immigration and Customs Enforcement has confirmed that the Jamaican man is an illegal migrant. Their comment is included below.
PORTLAND, Ore. — A Jamaican man was arrested after allegedly sexually assaulting a victim and attempting to arrange a meeting with a child for sex in the Portland area. Law enforcement in Washington County, which is adjacent to Multnomah County, where Portland is, performs regular child sex investigation stings.
The investigation by the Washington County Sheriff’s Office began on Dec. 29 after an adult victim reported being sexually assaulted by Andrew Dwayne Graham, 36, who met the person through a dating app. The assaults occurred near Metzger Park in southwest Portland.
Investigators learned that Graham was trying to meet the victim again and was communicating with someone he believed was the same person, but detectives used an undercover phone number to engage with him. During those communications, Graham allegedly expressed a desire to sexually abuse a minor and offered to bring alcohol and marijuana for the encounter.
On New Year’s Eve, Graham went to Metzger Park believing he would meet the original adult victim and a child to take them to a hotel, the Sheriff’s Office said. Instead, members of the Washington County Tactical Negotiations Team arrested him. Authorities said they found condoms, alcohol and marijuana in his possession at the time of the arrest.
Graham was booked into the Washington County Jail on 11 charges. He faces charges of sodomy in the first degree, online sexual corruption of a child in the first degree, felony strangulation, attempted rape in the third degree, attempted sodomy in the third degree, sexual abuse in the second degree, unlawful delivery of marijuana, commercial sexual solicitation, attempted prostitution and furnishing alcohol to a minor.

Graham is being held without bail pending the state’s request for preventive detention. At the time of his arrest, Graham was living in Ridgefield, Wash., and has previously lived in Oregon, Washington, Wyoming, Idaho and Florida.
Graham is the most recent subject of a sting from the Washington County Sheriff's Office. In 2022, a prolific Portland Antifa felony riot arrestee was charged in Washington County following a child sex sting.
Aubrey Ryan Quinn-Ward was convicted at trial of felony first-degree online sexual corruption of a child. He was only sentenced to three years of probation, which ended early in April 2025. He tried to appeal the conviction, but the verdict was upheld.
Quinn-Ward was required to register as a child sex offender. All his felony riot cases in Portland were dropped by leftist then-district attorney Mike Schmidt.

A detective with the Washington County Sheriff’s Office told TPM that there is no federal hold request for Graham. A spokesperson for U.S. Immigration and Customs Enforcement said his case has been referred to the agency's Pacific Northwest team. TPM has sought clarification with ICE whether Graham is in the country illegally.
Update: ICE has confirmed that Graham is an illegal migrant. This is their statement to TPM:
"[Graham] exploited our immigration system, entering the United States as a temporary nonimmigrant in February 2020 and then violating the terms of his admission by refusing to self-deport as required by law. Instead of respecting our laws, Graham chose to prey on our communities. ICE Portland immediately lodged an immigration detainer with Washington County Jail on January 6, ensuring Graham cannot simply walk free and continue to harm innocent children. We strongly urge local authorities to do the right thing and turn this dangerous predator over to ICE as soon as his case is adjudicated. The safety of our children and our communities must come first."
Investigators believe there may be additional victims and are asking anyone with information to contact the Washington County Sheriff’s Office at 503-846-2500 and refer to case number 50-25-18221.
