Biden's HHS to spend $700,000 on 'inclusive teen pregnancy prevention for transgender boys'

Researchers want to study the decisions trans-identifying youth make regarding sexual intercourse.

Joe Biden's Department of Health and Human Services (HHS) will be giving almost $700,000 in funds for a pregnancy prevention program intended to target teenage girls who identify themselves as boys, new federal disclosure documents reveal. 

The $698,736 grant from HHS is going to the Center for Innovative Public Health Research in California, CBS reports, with funds being used to "encourage trans boys to use condoms during sex."

"Data suggest that afab trans-identified youth may be less likely to use condoms when having sex with people who have penises and are at least as likely as cisgender girls to be pregnant," researchers wrote. "This health inequity must be addressed."

Researchers said the money will be used to lead focus groups that will see what decisions trans-identifying youth make regarding sexual intercourse.

This multi-hundred thousand dollar grant kicked off in September 2023 and is set to continue until June 2027, per the government disclosures.

"Youth who are assigned female at birth … are at risk for negative sexual health outcomes yet are effectively excluded from sexual health programs because gender-diverse youth do not experience the cisgender, heteronormative teen sexual education messaging available to them as salient or applicable," claims a description for the award.

The Center for Innovative Public Health Research is also slated to receive a separate $1.4 million in taxpayer money from HHS so it can create a "population-based HIV prevention program for trans girls," noting that the initiative will "address the lack of gender inclusive HIV prevention programming."

As CBS notes, Biden has previously advanced similar sexual initiatives in the past. Biden's National Institutes of Health moved in September to grant the Seattle Children’s Hospital $240K for the formation of an LGBT sex education tool, which was reportedly intended to address "sexually transmitted infections, sexual risk behaviors, violence exposures and other health outcomes."

In another initiative, Biden's Bureau of Justice Assistance, in July, handed $2 million in taxpayer funds to a feminist organization that dedicates itself to "addressing structural racism and toxic masculinities." The funds were part of 53 grants doled out to various groups, with $95 million being spent in total.

This spending of money comes after Kentucky Sen. Rand Paul (R), in December, released his annual "Festivus" report in which he highlighted "a whopping [$900 billion] in waste" from the federal government.
