President Donald Trump said on Wednesday that Ukrainian President Volodymyr Zelensky will be visiting the White House on Friday to sign the rare minerals agreement. During the cabinet meeting, the president indicated he will not be providing Ukraine with security guarantees, saying: "Well I'm not going to make security guarantees beyond very much–we're going to have Europe do that. Because you know we're talking about– Europe is their next door neighbor."

“We’re doing very well with Russia Ukraine. President Zelensky is going to be coming on Friday, which is now confirmed," Trump said during the White House's first cabinet meeting. "We’re going to be signing an agreement, which will be a very big agreement.

“That will be on rare earth and other things. As you know, we’re in for probably $350 billion,” Trump said.

The Financial Times reports that the terms of the deal do not include demands for a $500 billion clawback from natural resources, including rare earth metals and Ukrainian oil and gas. It also will not include the security guarantees that Ukrainian officials had hoped for.

“The minerals agreement is only part of the picture. We have heard multiple times from the US administration that it’s part of a bigger picture,” Olha Stefanishyna, Ukraine’s deputy prime minister and justice minister who led negotiations, told the Financial Times.

“This will be a chance for the president to discuss what the bigger picture is. And then after it, we will be able to think of the next steps,” said one official.
