Reuters viewed the memo, reporting that it "was sent to prosecutors and federal law enforcement agencies." It asks prosecutors and investigators to look into domestic terrorism, including tax crimes. She also encouraged them to look into existing files for information and intelligence they may have in their records.
Trump recently held a White House round table where journalists who specialize in Antifa and leftist violence gave the president an overview of the work they'd done. The position of the Biden administration had been that Antifa doesn't exist.
"These domestic terrorists," said Bondi in the memo, "use violence or the threat of violence to advance political and social agendas, including opposition to law and immigration enforcement; extreme views in favor of mass migration and open borders; adherence to radical gender ideology, anti-Americanism, anti-capitalism, or anti-Christianity."
The FBI has been instructed to update their tip line as well, so that "witnesses and citizen journalists can send media of suspected acts of domestic terrorism." Bondi also said that the FBI's Joint Terrorism Task Forces "shall prioritize the investigation" of conduct that is in line with Antifa efforts.
Antifa have been involved in the violent protestation of Immigration and Customs Enforcement officers and facilities. They have attempted to prevent arrests and detainment of illegal immigrants in 2025 and were instrumental in the BLM riots in the summer of 2020 following the death of George Floyd.
The Biden administration was also interested in domestic terrorism, but they focused on people who had been at the J6 riot, Catholics, and parents who attended school board meetings during the Covid pandemic.
