Dem Upper Darby treasurer Mohammed Sayduzzaman received $85 MILLION in Medicaid payments since 2020 for business with no registration: report

Mohammed “Danny” Sayduzzaman was elected in November 2025 as treasurer of Upper Darby Township, which borders Philadelphia. He was sworn in in January, however, in July he resigned, saying that he wanted to “devote my full time and attention to my business,” New Hope Home Care Inc., which he described as a business providing in-home care to the elderly and infirm.

Pennsylvania Department of Human Services data obtained by the outlet showed that payments from Medicaid-managed care organizations to New Hope Home Care grew from around $2.3 million in 2020 to $24.4 million in 2025.

In the first half of 2026, payments to the business were an estimated $12.6 million. In total, the company has received $84.8 million. Broad and Liberty reported of the records it obtained, “They do not show that New Hope billed improperly, and no agency has said so.”

Payments received from New Hope came largely from agency-directed personal assistance, a service that aids people in daily living tasks. An August 18 photo posted by the company to Facebook stated, “You can take care of your loved ones and get paid.” A 2018 report from the federal Medicaid Integrity Institute stated that “family and/or live-in caregivers failing to provide the full complement of paid services” was among the program’s vulnerabilities.

In a corrected financial disclosure dated June 6, it shows that Sayduzzaman transfered New Hope Home Care to his wife, Tanzina Hossain. Speaking with the outlet, he said he still runs the company. He said, “I am handling the home care business, and my partner’s wife is managing the home care business.”

He said that New Hope is the only one of his businesses that is profitable, and that it has 600 to 700 caregivers and bills Medicaid, state agencies, and insurers.

In a January application to run a paratransit service, signed by Sayduzzaman as president, it lists Sayduzzaman as a 50% shareholder in New Hope Home Care, Kutubul Alam as a 10% shareholder, and Mst Hosneara as a 40% shareholder.

All three shareholders are named in federal tax liens totaling around $357,000. One lien against Sayduzzaman and his wife totals $230,347 as of Sept. 30, 2024. One against Alam and Hosneara from January 2023 totals $127,045 in unpaid income taxes for 2020 and 2021.

Broad and Liberty reported that New Hope Home Care is part of a web of companies “that share addresses, officers and, occasionally, money.” A July 31, 2025 balance sheet showed that New Hope held around $1 million in loans to New Hope Property LLC, which Hossain co-owns.

Upper Darby has said that it has no business registration or license on file for New Hope. An October sworn statement from township Chief Administrative Officer Crandall Jones said that staff had searched files but found no license record for 802 Garrett Rd., the address listed by New Hope.
