Illinois man arrested after shooting cop, threatening to kill woman and officer

23-year-old Jovan McPherson of Elgin, was charged with attempted first-degree murder of a police officer, aggravated battery of a police officer, kidnapping while armed with a firearm, aggravated unlawful restraint, felony resisting, and two counts of aggravated unlawful use of a weapon, according to CWB Chicago.

Leading up to the Lincoln Park strip mall shooting that occurred on Monday at around 3:30pm, McPherson was picked up by a 21-year-old woman to run errands in downtown.

While driving into the city, the woman was reportedly on the phone with the father of her child, which allegedly made McPherson angry and he took her phone away, according to Assistant State's Attorney James Murphy.

McPherson allegedly pulled out a gun, pressed it to the woman's side, directed her where to drive, and threatened to kill her, Murphy said.

McPherson allegedly forced the woman to turn off the Kennedy Expressway by pulling on the steering wheel onto North Avenue.

The woman came across an Ultra, where an officer was stationed due to recent mob-style shoplifting raids, where she parked and told McPherson she was going inside.

McPherson reportedly followed the woman into the store, and began making a scene as the woman went to get help from store employees, who called 911 and flagged down two officers that were in the cop car posted outside. The employees put the woman in a dressing room to get her away from McPherson.

McPherson then reportedly started to get more aggressive as police attempted to defuse the situation. McPherson reportedly ripped off the mask of one officer at one point, and gave him a bear hug.

McPherson and the cops then moved to the parking lot, where McPherson sat in the woman's car with the door open and told an officer, "I got a gun, too," Murphy said.

"What? You want to fight?" McPherson allegedly asked a cop who was wearing a bodycam. "I'm not leaving. This is a good ass gun, too, bitch."

McPherson allegedly said "Y'all not going to get this. I'm too strong for this sh-t," when the officer warned the other cops that McPherson had a gun.

McPherson then allegedly pulled a gun from under his legs, and pointed it directly at the face of the first officer.

Murphy stated that two shots were fired as the officer pushed the gun away from his face, with one bullet striking the officer in the cheek.

"You will die," McPherson allegedly told the officer, Murphy said, citing bodycam records.

McPherson was then placed into custody by the other officers on the scene.

Murphy said that while McPherson admitted to shooting his gun, he claimed that the officers fired first. He noted that just two shell casings were fired at the scene, and that the Chicago police officers did not fire any shots.

The officer, who according to CWB Chicago is believed to be a 60-year-old man with 23 years on the police force, was released from Advocate Illinois Masonic Medical Center a few hours after the shooting occurred.

At the time of the incident, McPherson was reportedly on probation for felony aggravated fleeing and eluding and felony possession of a controlled substance in Kane County.

He was adjudicated delinquent three times as a juvenile for aggravated battery causing great bodily harm in 2012, for armed robbery in 2013, and for armed robbery in 2015, Murphy said.

During the court hearing, a public defender attempted to argue that there was no evidence that McPherson intended to shoot the officer.

Judge Mary Marubio, recalling body cam footage of the incident, said that McPherson telling the officer he will die "is very clear intent."
