Mamdani admin considers paying off NYC stores with ‘incentives’ to reduce competition for city-run groceries

The vision for the city-operated stores, the plans for which were reportedly built on a $140 million math error, has been facing backlash from local business owners who fear that competition with the backing of the New York City taxpayer will have the ability to put them out of business.

However, the lead official for Mayor Mamdani's NYC Groceries, Waverly Neer, told reporter Dan Rivoli that the goal of the stores is to be "complementary" to local businesses.

Neer said the administration is "looking at a number of different complementary, you know, policies and programs, grants, incentives that can come alongside these grocery stores to support other local independent businesses that are in the neighborhoods."

Neer added that grants from the city to the local businesses are "something on the table" for the grocery stores to use, meaning that the Mamdani administration may hand out government funds to incentivize local businesses, which would translate to a less competitive market for the city-owned stores.

Earlier this week, the city took prospective vendors to a vacant lot in East Harlem, where Mamdani plans to plant his first city-run store, costing a whopping $30 million. Just a stone's throw away, per the New York Post, American Deli Mini Mart owner Elvis Arias sells sandwiches and has worries that he will lose business to the city-run store. Despite the close proximity to delis such as Arias', the city has claimed that they are placing the government-run stores in "food deserts."

Arias said that the new competition is a slap in the face from the city government and said that City Hall would have to give him a tobacco license to keep the deli competitive in the market. “I’m lucky I have the beer!” Elvis added. “They won’t have beer over there.”

Mamdani has proposed that the city will be placing five city-owned grocery stores in the Big Apple, claiming that big-box grocery stores have been "price gouging" customers despite most store chains operating on profit margins of 1-3 percent on average across the country. Mamdani plans to sell staple products at the stores with a 30 percent price decrease compared to retail rates.
