WATCH: Biden claims Chris Dodd, accused of sexually assaulting a waitress, would never disrespect a waitress

Biden also mentioned in what perhaps turned out to be another one of his strange speeches that, in his opinion, Dodd "fought for human rights and human dignity."

The president told the public in his Friday speech at the dedication of the Dodd Center for Human Rights at the University of Connecticut in Storrs: "People who tell me they care about people and then disrespect the waitress or a waiter. People who tell me they care about how, in fact, people are entitled to be treated with dignity and walk by someone at a shoe side stand and doesn't say hello."

"People who do not do just simply decent things for ordinary people. That's the real measure," Biden said. "I've never seen Chris, figuratively speaking, walk by anybody," he concluded, appearing to gloss over a previous incident which demonstrates exactly the opposite.

An article published in GQ details a bunch of incidents occurring, centered around Ted Kennedy, who was back then a presidential candidate.

The incident involving Dodd occurred at the Brasserie Restaurant (long since closed) in Washington, DC's Capitol district, near where Biden's controversial son Hunter Biden reportedly smoked crack with then DC Mayor Marion Barry.

To sum up, Dodd and Kennedy's dates for the evening excused themselves to go to the bathroom. When they got back, they reportedly found waitress Carla Gaviglio sandwiched between Dodd and Kennedy on a chair. Kennedy quickly got up and Gaviglio ran out of the room, hurt and humiliated.
