Pelosi invites Biden to address a joint session of Congress to mark first 100 days in office

Speaker of the House Nancy Pelosi (D-CA) sent a letter Tuesday to President Joe Biden inviting him to address a special Joint Session of Congress on April 28.

In the letter, Pelosi wrote, "Nearly 100 days ago, when you took the oath of office, you pledged in a spirit of great hope that 'Help Is On The Way.' Now, because of your historic and transformative leadership, Help Is Here!"

"In that spirit, I am writing to invite you to address a Joint Session of Congress on Wednesday, April 28, to share your vision for addressing the challenges and opportunities of this historic moment."

The president typically addresses Congress in January for the State of the Union, or in response to large scale incidents of national importance. The address will be just days before the end of Mr. Biden's first 100 days in office.

Article II, Section 3 of the US Constitution states that the president "shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient."

After former President Trump's final State of the Union in January 2020 Pelosi dramatically tore up a copy of the remarks. The White House has not yet announced if Biden will accept the invitation. The address would be Biden's first address to both chambers of Congress as President.
