Biological male pedophile who raped 13-year-old girl transferred to Ontario women’s prison

A pedophile classified as a dangerous offender has been transferred to a women’s prison in Ontario, according to prison advocate Heather Mason.

The convicted sex offender reportedly now goes by the name of Carissa Marie Radcliffe, and has been transferred to Grand Valley Institution for Women in Kitchener. Radcliffe was sentenced to an indeterminate jail term in 2010 after being convicted of the rape of a 13-year-old girl the offender met in an Ottawa coffee shop.

CTV Ottawa reported at the time that Radcliffe was found guilty in 2009 of sexual assault and sexual interference after offering the 13-year-old a ride home from a Tim Hortons on Donald Street in 2007. Instead of taking her home, Radcliffe parked behind a car wash and raped her.

CTV reported Radcliffe having an extensive criminal record with convictions for multiple indecent acts.

In an article about a separate sex offender, the Ottawa Sun called Radcliffe a "pedophile with psychopathic traits" and reported that the sex offender took Viagra while on medication that lowers sex drive as a way to circumvent the effects of the drugs. Radcliffe had 14 sex convictions that included the rape of the 13-year-old girl in 2007.

Mason told The Post Millennial that Radcliffe had been transferred to Grand Valley from Bath Institution, a medium security men’s facility in Ontario. Mason said CSC had transferred Radcliffe after the dangerous offender had undergone sex reassignment surgery.

Mason is a former federal prisoner who was incarcerated at Grand Valley. Since her release from prison, she has become a fierce advocate for women in the Canadian prison system.

Since 2017, the CSC has been permitting male criminals to self-identify as female and be transferred to women’s prisons. Prime Minister Trudeau appeared to agree to this policy on little more than a whim in 2017.

Trudeau was questioned at a town hall in Kingston, ON in January 2017 by a participant who described the policy in place at the time of housing inmates by biological sex as "torture" for transgender inmates. 

Trudeau replied that it was "not on his radar, but that he would move to address it" now that it was, the CBC reported.

"I will make sure we look at it and we address it and we do right in recognizing that trans rights are human rights and we need to make sure we are defending everyone's dignity and rights in every way we can," he said.

He made no mention of incarcerated women’s rights or dignity at the time and has not done so since.

Mason has contact with a network of women within the Canadian prison system who inform her whenever a male is transferred into the women’s facility.

Last September, Mason revealed that Catherine Lynn, a male serving life after slitting the throat of an ex-girlfriend and raping her corpse had been transferred to Grand Valley. Lynn then went on to have sex reassignment surgery.

Mason obtained Parole Board documents which reveal an extraordinary exchange between Lynn and the board regarding the transfer request.

"The board asked whether you felt, given your past violence against women, your transfer would increase your risk in any way. You said your past would pose a challenge to your transfer and acknowledged it was wrong for you to use your size or strength to harm others as you did in the past.”

The transfer was approved and now, according to Mason, women at Grand Valley are locked up with a violent murderer and necrophiliac.

In a similar case, Mason also reported last year that she had obtained the parole document of Michel Reeves, a two-time murderer who was recently denied parole and has applied to transfer to the women's prison. He killed an inmate and then participated in group masturbation around the victim's body.

Tara DeSousa, a violent pedophile who like Radcliffe is serving a rare indeterminate sentence, is housed in Fraser Valley Institution for Women. DeSousa was convicted of raping a three-month-old baby leaving the infant needing emergency reconstructive surgery, and also confessed to drowning a 3-year-old boy when just 11 years old.

Fraser Valley Institution has a mother-and-baby unit and a source told Mason that Desousa had been staring at children and antagonizing women.

Incarcerated women were given a rare opportunity to tell Canadians how they feel about being locked up with violent males when Mason organized an initiative to smuggle letters out of women’s prisons that were then published by Gender Dissent.

One woman told of being constantly on edge, saying women were no longer able to do simply things "like walking from the shower in a towel."

"You just feel more self-conscious and you overthink your movements," she explained.

Others told of being sexually harassed, abused, or assaulted but reported that prison guards did nothing to protect them.

"A young woman was sexually harassed by a transgender man but in order to appear politically correct the guards sided with the transgender male and did not provide the appropriate support for the young woman who was traumatised," said one woman.

Canadian women have organized protests and most recently an overpass campaign to alert the Canadian public to what is happening to female inmates as a result of Trudeau's policy.
