President Joe Biden appeared to nibble on the shoulder of a little girl in Helinski, Finland, on Thursday.
In a video of the incident, it shows Biden leaning over a little girl being held by her mother. Biden appeared to nibble the girl's shoulder with his mouth repeatedly. The girl leaned away and appeared frightened by his actions.
The mother then appears to laugh at the incident and then tried to take a selfie with the president after the nibbling took place. As she did, Biden started to approach the girl again with his mouth and she turned her head away.
The incident occurred as Biden was greeting families before boarding Air Force One at the Helsinki-Vantaan International Airport.
