The United States Agency for International Development (USAID) is reportedly being merged with the State Department, and Secretary of State Marco Rubio will serve as USAID’s acting administrator.

According to CBS News senior White House reporter Jennifer Jacobs, sources said that USAID will be moved under the purview of the State Department, which will bring cuts to the workforce. It will remain a humanitarian aid entity. 

According to ABC News, a source said that Rubio has been made acting administrator of USAID. This comes as an email was sent to USAID staffers saying that "At the direction of Agency leadership" the headquarters facilities "will be closed to Agency personnel on Monday, Feb. 3."

In late January, around 60 top officials at the agency, nearly every career staffer who held a top leadership role, were ordered to go on leave. Acting USAID Administrator Jason Gray wrote in an email, "We have identified several actions within USAID that appear to be designed to circumvent the president’s executive orders and the mandate from the American people. As a result, we have placed a number of USAID employees on administrative leave with full pay and benefits until further notice while we complete our analysis of these actions."

Speaking with reporters while on a trip to El Salvador, Rubio said, "My frustration with USAID goes back to my time in Congress. It's a completely unresponsive agency, it's supposed to respond to policy directives of the State Department and it refuses to do so." He recounted that during his confirmation hearing he told lawmakers, "Every dollar we spend and every program we fund will be aligned with the national interest of the United States. USAID has a history of sort of ignoring that and deciding that they're somehow a global charity separate from the national interests. These are taxpayer dollars."



Rubio was asked whether he was in charge of USAID at that point, to which he replied, "I'm the Acting Director of the USAID. I've delegated that authority to someone, but I stay in touch with him."
