WATCH: Biden says ‘the Second Amendment was never absolute’, hints at gun control
“You couldn’t buy a cannon when the Second Amendment was passed. You couldn’t go out and buy a lot of weapons.”

President Joe Biden said on Monday that the Second Amendment was never meant to be absolute while providing his rationale and restricting certain caliber bullets.
Biden said that there was a difference between .22 caliber bullets, which he says will "lodge in the lungs" but can be operated on and removed, where as a 9mm bullet "blows the lung out of the body."

"A .22 caliber bullet will lodge in the lungs and we can probably get it out and save a life. A 9 mm bullet blows the lung out of the body, but the idea of these high caliber weapons ... there's simply no rationale basis for it in terms ... of self-protection, hunting... the constitution, Second Amendment, was never absolute," he said.
The president told reporters on the White House lawn that he thinks "things have gotten so bad that everybody's getting more rational, at least that's my hope."
Biden's comments come after visiting Uvalde, Texas, where he met with families after 19 children and two teachers were killed by a lone gunman.
"The Second Amendment was never absolute," Biden told press. "You couldn't buy a cannon when the Second Amendment was passed. You couldn't go out and buy a lot of weapons."
Protestors told Biden to "do something" while leaving church, to which he responded "we will."
When asked if he felt more motivated to put limits on firearms, he said "I've been pretty motivated all along. I'm going to continue to push and we'll see how this goes."
Biden added that "it makes no sense to be able to purchase something that can fire up to 300 rounds" and said that "the idea of these high powered weapons, there's simply no rational basis for it."
Biden said that he had taken some executive actions on guns but that he could not outlaw any weapon and "can't change the background checks."
