“Mr. Salazar Palma led the drug trafficking organization that targeted some of Seattle’s most vulnerable, living in encampments in ‘The Jungle,’ while he bought expensive cars and jewelry with the profits.”
The leader of a sprawling drug trafficking organization that distributed fentanyl, cocaine, methamphetamine, and heroin through Seattle’s International District and homeless encampments was sentenced Wednesday to 10 years in federal prison.
Octavio Salazar Palma, 34, of Federal Way, was arrested in May 2025 after a lengthy wiretap investigation that allowed federal agents to intercept massive drug shipments traveling from Southern California into Washington state.
US District Judge Tana Lin described Salazar Palma as a central figure in the operation during sentencing. “You were a leader in the drug conspiracy; you were the source of an extraordinary amount of drugs in our community,” Lin said. “Despite multiple seizures by law enforcement, you did not stop; only the arrest made you stop.”
The investigation began with officers targeting open-air drug activity in Seattle’s International District and nearby homeless encampments, including “The Jungle,” before working their way up the
organization’s supply chain.
“This case began with officers on the street working their way up the supply chain until prosecutors had enough evidence to get a court-approved wiretap,” First Assistant US Attorney Charles Neil Floyd said.
“The wiretap allowed us to identify the leaders, and more importantly, interdict drug shipments before they hit our streets.”
In March 2025 alone, investigators seized 100 pounds of methamphetamine, 111 kilograms of cocaine, 19 kilograms of fentanyl powder, 250,000 fentanyl pills, and four kilograms of heroin.
Federal prosecutors estimated the drugs’ street value at nearly $3 million. More than $1 million worth of cocaine was intercepted while being transported from Southern California to Washington during a single month of the investigation.
Authorities moved to dismantle Salazar Palma’s network on May 29, 2025, executing 16 search warrants across Washington, Oregon, and California. The raids targeted locations in Federal Way, Vancouver, Everett, Pacific, Tukwila, Kent, Issaquah, Seattle, Woodlake, California, and Beaverton, Oregon. Investigators seized more than seven kilograms of cocaine, 18 kilograms of methamphetamine, over 57,000 fentanyl pills, 17 firearms, and more than $353,000 in cash.
Salazar Palma pleaded guilty in April to conspiracy to distribute controlled substances and conspiracy to engage in money laundering. Prosecutors sought a 140-month sentence, arguing that Salazar Palma was motivated by profit rather than addiction. “Salazar Palma engaged in drug trafficking not to support an addiction to controlled substances, but for his personal profit,” prosecutors wrote. “And profit he did.”
Agents found nearly $20,000 in drug proceeds at his home. Salazar Palma also agreed to forfeit a 2024 BMW M3 Competition xDrive, a 2021 Chevrolet Tahoe LT, and jewelry purchased with proceeds from the operation.
“Mr. Salazar Palma led the drug trafficking organization that targeted some of Seattle’s most vulnerable, living in encampments in ‘The Jungle,’ while he bought expensive cars and jewelry with the profits,” DEA Seattle Special Agent in Charge Robert A. Saccone said.
FBI Seattle Special Agent in Charge W. Mike Herrington said Salazar Palma “piloted an interstate conspiracy to distribute obscene and lethal amounts of dangerous drugs through the International District and homeless encampments in Seattle.”
“No amount of profit can justify the cost of putting members of our own community at such a risk,” Herrington said.
Salazar Palma, a US citizen, will serve four years of supervised release after completing his prison sentence.
