ICE launches manhunt for Haitian suspect who was paroled into US, arrested on rape charges, released by Massachusetts judge on $500 bail

A Massachusetts court did not honor a detainer filed by federal immigration officers and freed the Haitian national from custody on low bail despite the charges, per the Boston Herald. Alvarez’s case went viral and was heavily covered back in March when it initially occurred. Alvarez was allowed to bail out with $500 on the condition that he be confined to his home with a GPS monitor, however, he is nowhere to be found.

Massachusetts Judge Susan Sullivan rejected the prosecutor's request to hold Alvarez on a $10,000 bail during a hearing on Tuesday about the danger he poses to the community. The judge refused to classify the alleged child rapist as dangerous in order for him to be held behind bars, according to the Patriot Ledger.

Alvarez came to the US in June 2023 under President Biden's controversial CHNV (processes for Cubans, Haitians, Nicaraguans and Venezuelans) parole program. Fox News's Bill Melugin reported that Alvarez flew directly into JFK Airport and was supposed to be with a sponsor in New Jersey, but made his way to a migrant shelter in Boston.

Alvarez was arrested on March 13 and later pleaded not guilty to one count each of aggravated rape of a child with a 10-year age difference and rape of a child by force. Police said the alleged offenses occurred at a hotel that was housing immigrants in Rockland.

The 15-year-old victim told police that Alvarez asked her if she had a boyfriend and then pushed her down on his bed and had nonconsensual sex with her. Police described the victim as "disabled" in the report. Both Alvarez and the victim were residents of the migrant hotel located at 850 Hingham St. in Rockland.

A rape kit processed at South Shore Hospital later that night showed male DNA. Prosecutors have sought to recover a DNA sample from Alvarez, but the request has not yet been granted.
