Ontario's auditor General, Bonnie Lysyk, released an annual report stating that the underground cannabis market is still strong in Ontario.

It appears that possibly the main reason for that is that legal cannabis in the province is 'too dry', according to customers, and that the illegal options are better quality.

According to CTV News, the study indicated that quality was the primary reason for consumers not buying their product at the Ontario Cannabis Stores (OCS) or other licensed outlets for the product.

"In our discussions with cannabis store managers and AGCO staff, we heard that some people prefer illegal cannabis because it is more potent and the product is fresh," said Lysyk in her report.

"As more stores open and competition increases among retailers, they will have an incentive to generate greater profit margins by selling illegal products that compromise consumer health," the report went on to day.

The report also mentioned that product existing within the legal system of distribution is not required to have an expiry date, which is one potential solution for rectifying the problem, especially since the chief consumer complaint has been that the product is "too dry."

Cannabis has been legal in Canada for over two years as of the date of this writing, but the black market still accounts for roughly 80 percent of all business in the sector.
