Themis Matsoukas, 64, has been charged with two felony counts of burglary, two felony counts of criminal trespass, six misdemeanor counts of indecent exposure, two misdemeanor counts of open lewdness, two misdemeanor counts of disorderly conduct, and six summary counts of disorderly conduct for obscene gestures, according to Onward State.
On Monday, the state Department of Conservation and Natural Resources filed an affidavit of probable cause which provided video evidence of Matsoukas allegedly walking around and climbing nude, masturbating, and defecating in public areas of Rothrock State Forest, state lease camps, and private property.
Investigators uncovered 55 videos allegedly recorded by Matsoukas on his iPad between May and June of 2023 after his initial arrest during a search of his residence.
Matsoukas is seen in the videos fully or partially nude from the waist down while wearing a ski mask. The ski mask was located by authorities during the search of his home, according to court documents.
The affidavit states that Matsoukas can be observed masturbating in a lake, on DCNR vehicles, and on the porches of lease camp buildings. During multiple videos, the DNCR ranger reported that he was seen sticking a lollipop, a tree branch, and the control handle of a DCNR John Deere crawler in his anus.
In addition, he is also accused of smearing bodily fluid on a glass table at a lease camp and urinating on space designated for maintenance next to DCNR equipment.
The videos were taken at the Alan Seeger Picnic Area and maintenance area in Jackson Township, four leasing campers, and two private homes bordering state forest land, the affidavit states.
According to the ranger, Matsoukas would peek into structures to make sure no one was present, even though he didn't have clearance to visit lease camps or private properties. He also dressed modestly and behaved nonchalantly when he heard others approaching while in public spaces, according to the affidavit.
Matsoukas has been released on unsecured bail by Huntingdon County District Judge Douglas Gummo, according to the outlet. He is scheduled to appear in court on Feb. 21.
These new charges follow Matsoukas' June 2023 charges, when he was caught on surveillance video having sexual intercourse with a dog in Rothrock State Forest. He was charged with open lewdness, indecent exposure, sexual intercourse with an animal, animal cruelty, and disorderly conduct.
