Suspect in murder of Texas cop arrested in Mexico

The US Marshals Service and the Gulf Coast Violent Offenders Task Force caught 51-year-old Oscar Rosales in Ciudad Acuña, Mexico, across the border from Del Rio, Texas.

On Wednesday, a man suspected of murdering Harris County Pct. 5 Constable’s Office Corporal Charles Galloway was arrested by authorities in Mexico.

In cooperation with Mexican authorities, the US Marshals Service and the Gulf Coast Violent Offenders Task Force caught 51-year-old Oscar Rosales in Ciudad Acuña, Mexico, across the border from Del Rio, Texas, according to KHOU 11.

Rosales has been charged with capital murder in connection to the shooting of Galloway.

47-year-old Galloway was a 12-year veteran with Precinct 5. He had been assigned to the Harris County toll road division and was working nights so that he could train deputies, said Constable Ted Heap.

On January 23, 2022, investigators say Galloway turned on his emergency lights to pull over a white Toyota Avalon just after midnight, which later determined to have been driven by Rosales.

Court documents say the car continued top drive at a slow pace before stopping near the 9100 block of Beechnut Street.

As Galloway was notifying dispatch that the car had stopped, the driver stepped out of the car with a rifle and pointed it at him. Dashcam footage shows the driver firing multiple shots at Galloway, court documents said. After the shooting the driver got back in the car and drove away.

Houston Police Department and Fire Department units arrived at the scene to discover Galloway in his patrol car with multiple gunshot wounds.

At around 5 am, Galloway was pronounced dead at the scene. His official cause of death was a single gunshot wound to the left side of his face, according to court documents.

Detectives discovered that the Avalon was registered to a Reina Azucena Pereira Marquez, with a listed address in the 5500 block of Calm Court, in Houston.

Speaking with Marquez, she claimed ownership of the car, and identified the shooter as her common-law husband of 17 years.

Marquez said Rosales picked up the car at around midnight, leaving his white Dodge Ram truck in the driveway. He told her that he was going hunting or shooting with friends. Marquez told investigators that she saw Rosales take two long guns from a safe before he left, according to court documents.

The Avalon was discovered parked at an apartment complex in the 4000 block of South Highway 6. A unit in that complex was discovered to be registered in Marquez's name.

Authorities arrived at the complex at around 3:30pm on January 23 and found a man, later identified as Henri Mauricio Pereira Marquez, Reina Azucena Pereira Marquez's brother, wiping the door handles of the car, court documents state.

The documents state that Marquez said she met her brother at the apartment ,and that the cleaning supplies used to clean the car were inside the unit.

Both Reina and Henri Marquez have been charged with tampering with evidence in connection with the case. They were arrested on Sunday.
