“I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump told the crowd at the Republican National Committee’s Midterm Convention in Dallas.
Trump said the payments would be funded by tariff revenue and conditioned the proposal on Republicans winning both chambers of Congress in the November midterms.
The president said earlier in the speech, “I'm going to go to every one of those states for congressmen and for senators. And we're going to have rallies just like this. We're going to have big arenas loaded up with people. So the senators are great people, so many, just great people.”
Trump said there are roughly 35 key House and Senate races and urged supporters to approach November as though his own name were on the ballot. The president's pledge would put him on the campaign trail during the closing weeks of an election that will determine control of Congress for the final two years of his term.
“In 55 days, Americans will be going to the polls in one of the most important elections in our history,” Trump said. “Your vote will decide whether our country stumbles at the starting gate of our next 250 years—or surges forward and never looks back.”
Trump credited Republican congressional majorities with helping enact his second-term agenda and pointed prominently to his administration's immigration crackdown.
“The Democrats gave us the worst and most dangerous border in American history,” Trump said, before declaring, “Today, we have the strongest and most secure border in the history of our country. We have the lowest level of illegal immigration ever recorded.”
Trump also said Republicans would seek to lock those policies into law if they retain Congress, calling for passage of what he dubbed the “No Invasions Act,” which he said would make it legally impossible for a future president to reopen the border.
“And we could not have done it without the help of our incredible Republican majorities in the House and Senate!” Trump said.
The president also laid out a list of policies he said Republicans would pursue if voters keep the party in control of Congress, including making his tax cuts permanent, changing how federal healthcare dollars are distributed, cutting credit card swipe fees, and making his prescription drug policies permanent.
Trump spent another significant portion of the address attacking what he described as the growing influence of communists and socialists within the Democratic Party.
“In state after state, the Democrat establishment has been overthrown and replaced by crazed radicals,” Trump said. “They call themselves Democrat Socialists—but in actuality, they are communists. But America has beaten Communism before—and we will beat it again!”
Trump specifically targeted Michigan Democratic Senate nominee Abdul El-Sayed, who is running against Republican Mike Rogers.
“In Michigan, the Democrat nominee is Abdul El-Sayed—who brags he wants to pack the Supreme Court with 23 far-left Justices,” Trump said.
Trump also attacked El-Sayed over his family and his campaigning with left-wing streamer Hasan Piker, whom Trump described as “a Marxist agitator who says that ‘America deserved 9/11.’”
“Yet the Democrats want to make this extremist a US Senator,” Trump said. “On November 3rd, Michigan is going to send Mike Rogers to Washington instead.”
Piker drew widespread criticism in 2019 for saying during a livestream that “America deserved 9/11,” a remark for which he later apologized. El-Sayed has campaigned with Piker during his Senate run.
Trump broadened his attack beyond individual candidates, warning that if Democrats take Congress, “the greatest legislative body in history will, for the first time ever, be controlled by a Communist Caucus.”
“The choice in this election is very simple,” Trump said. “Democrats are asking you to vote for their failed, far-left agenda that destroyed your finances and delivered four years of disaster, bedlam, and death under Sleepy Joe Biden. I am asking you to let us finish the job.”
