President Joe Biden signed an executive order on Thursday which may be the precursor to requiring proof of vaccination for air travel.
The executive order was entitled "Promoting COVID-19 Safety in Domestic and International Travel." Section 5 'International Travel' subsection 'e' the order read:
"International Certificates of Vaccination or Prophylaxis. Consistent with applicable law, the Secretary of State, the Secretary of HHS, and the Secretary of Homeland Security (including through the Administrator of the TSA), in coordination with any relevant international organizations, shall assess the feasibility of linking COVID-19 vaccination to International Certificates of Vaccination or Prophylaxis (ICVP) and producing electronic versions of ICVPs."
The order also called for "agencies may impose additional public health measures for domestic travel."
The order also mandates masks on airplanes, trains, ferries, ships, bus services and inside airports.
The order said that international travelers are "required to produce proof of a recent negative COVID-19 test prior to entry," and comply with recommendations from the Centers for Disease Control and Prevention (CDC), which included "periods of self-quarantine or self-isolation after entry into the United States."
Last Friday, The World Health Organization (WHO) did not recommend requiring proof of vaccination or immunity as a condition for international travel. The WHO stated there were "critical unknowns" regarding their success in reducing transmission of the virus as well as the problem with limited availability of the vaccine.
"At the present time, do not introduce requirements of proof of vaccination or immunity for international travel as a condition of entry as there are still critical unknowns regarding the efficacy of vaccination in reducing transmission and limited availability of vaccines. Proof of vaccination should not exempt international travelers from complying with other travel risk reduction measures."
Earlier this month, Dr Anthony Fauci in an interview with Newsweek said "Everything will be on the table for discussion" when asked about the possibility of vaccine passports.
