On Monday, Biden called for a "full-blown investigation" into the fatal officer-involved shooting of Daunte Wright in Minneapolis, which happened on Sunday evening. The incident was followed by riots.

Mike Elliot, the mayor of Brooklyn Center MN, the suburb where the incident took place, has been in close communication with Biden over the phone since the time of the incident.

Biden said to the media on Monday, "I haven't called Daunte Wright's family, but our prayers are with their family. It's really a tragic thing that happened, but I think we've got to wait and see what the investigation shows, the entire investigation. You all watched, I assume, as I did, the film — the body-cam — which is fairly graphic."

"The question is, was it an accident, was it intentional? That remains to be determined by a full-blown investigation. But in the meantime, I want to make it clear again, there is absolutely no justification for violence. Peaceful protests? Understandable,"

Video footage has been made available from the involved officer's body cam, where you can see the officer pull out her gun instead of her taser.

At issue is, of course, her motive and state of mind.
