The House GOP passed the budget resolution on Tuesday evening, with a vote of 217-215. The resolution is supported by President Donald Trump and lays the groundwork to extend the 2017 tax cuts.

The resolution was pulled from the floor earlier in the evening, however, it was brought back out to the floor for a final vote and passed with the razor-thin majority with the GOP.

The resolution also includes proposals for trillions of dollars in spending cuts. Rep. Thomas Massie (R-KY) was the lone Republican House member to oppose the resolution. Defense spending as well as spending on the border is set to increase with the plan.

Passing the resolution marks a win for the GOP in Congress as well as for Trump who backed the proposal. Trump previously endorsed the plan, saying in a Truth Social post last week that he in favor of “one big beautiful bill” that “implements my FULL America First Agenda, EVERYTHING, not just parts of it!”

The resolution lays the groundwork for $4.5 trillion in tax cuts as well as $2 trillion federal spending cuts over the next 10 years, according to the New York Times.

“It’s sort of the kickoff in what will be a four-quarter game, and that very important, very consequential game begins as soon as we get this thing passed,” House Speaker Mike Johnson said Tuesday morning ahead of the vote. “This has been necessary because we promised to deliver President Trump’s full agenda, not just a part of it. We’re not just going to do a little bit now and return later for the rest. We have to do it now.”

The plans instruct that $880 billion be cut from the federal budget by the Energy and Commerce Committee. The resolution, which in effect is not legislation, sets the stage for a bill that Republicans are working on now in the House.

Taxes on tips, overtime pay, as well as Social Security benefits would be eliminated with the proposed plan in the resolution.
