Kamala-backed border 'proclamation' has provision to let in nearly any illegal border crosser

Kamala Harris’ campaign has said that she will be keeping the Biden-Harris border security “crackdown” if she gets elected. The proclamation issued back in June, however, has provisions to allow nearly any illegal immigrant into the country. It reads that "noncitizens who arrive in the United States at a southwest land border port of entry pursuant to a process the Secretary of Homeland Security determines is appropriate to allow for the safe and orderly entry of noncitizens into the United States" will be admitted.

CBS reported that Harris would be keeping the "border crackdown" in place if she is elected in November. The immigration policies were put into place in June with a proclamation from the White House. Harris campaign manager Julie Chávez Rodríguez said recently "I think at this point, you know, the policies that are, you know, having a real impact on ensuring that we have security and order at our border are policies that will continue." 



Although the initial and widely publicized fact sheet on the measure said the president would shut down the border if it was "overwhelmed," the text of the proclamation highlights the exceptions to being allowed into the US under these circumstances not mentioned in the fact sheet.

Some of these exceptions include any "unaccompanied child," as well as anyone "who arrive[s] in the United States at a southwest land border port of entry pursuant to a process the Secretary of Homeland Security determines is appropriate to allow for the safe and orderly entry of noncitizens into the United States.”

This “process” approved by the Secretary of Homeland Security applies as long as these immigrants come to the US with a "valid visa" or other form of identification and present it “at a port of entry pursuant to a pre-scheduled time and place.” The CBP One app is often used to make these scheduled appointments at the border and is used as a valid ID if the appointment is booked at the port of entry.

From there, illegal immigrants apply for asylum and the majority of the time are let into the US, per data obtained by the House Homeland Security Committee. You do not need any identifying paperwork to make a profile on the CBP One app. The only biometric requirement to set up a profile is a picture.

Additionally, other exceptions to the rules include, "Any noncitizen who is permitted to enter by the Secretary of Homeland Security, acting through a CBP immigration officer, based on the totality of the circumstances, including consideration of significant law enforcement, officer and public safety, urgent humanitarian, and public health interests at the time of the entry or encounter that warranted permitting the noncitizen to enter."

Another exception is, "Any noncitizen who is permitted to enter by the Secretary of Homeland Security, acting through a CBP immigration officer, due to operational considerations at the time of the entry or encounter that warranted permitting the noncitizen to enter."

Reports have estimated that the proclamation from the Biden-Harris administration will still allow over 1.5 million illegal immigrants into the US every year and that the CBP one app has been exploited by cartels to gain entry into the US.

Although the proclamation was reported widely as a “crackdown” on illegal immigration, the CBP One app and other exceptions make it so that nearly any illegal immigrants can come into the United States at the southern border.
