Rubio posted a video saying that Laotian foreign national Tou Lue Vang's legal status would be revoked and he would be deported after Walz issued the clemency action on June 10. Vang was convicted in 2006 of repeatedly sexually assaulting a 10-year-old girl. He said that in his culture things like this are permissible.
“As a result, federal agents took him into custody, and as of today, he has been removed from the United States,” Rubio said. “Because of our action, this foreign criminal will never pose a threat to any American ever again.”
Vang was given the pardon just before he was set to be deported. The pardon was issued by the Minnesota Clemency Review Commission (CRC), which is headed by the Minnesota governor, Minnesota State Attorney General Keith Ellison, and state Chief Justice Natalie Hudson. The pardon effectively erased his conviction.
Vang was arrested for the crimes in 2005 and blamed cultural norms for his conduct. “He even tried to pay his victim for her silence,” Rubio added in the video, “and called those heinous crimes ‘minor things.'” Vang received a removal order in 2006 after he pleaded guilty to first-degree criminal sexual conduct. In Vang's letter to the CRC, he said that he took responsibility for his actions and cited years of rehabilitation.
Vang entered the US via California in 1994 during the Clinton administration and was granted permanent residency at the time.
“Americans must not be forced by their elected leaders to live alongside foreign sex criminals, who have no right to begin with to reside in our country,” Rubio added. “This administration will always stand with the American people and defend them from violent criminals.”
