A local council in Seoul has drawn up a “chastity ordinance” that proposes teaching school children that sexual activity should only occur within marriage.
According to Seoul-based freelance journalist Raphael Rashid, the Seoul Metropolitan Council has drawn up an “Ordinance on Sex and Bioethics Standards” stating sex should only take place within marriage, and has sent an official letter to the Seoul Metropolitan Office of Education seeking opinions regarding the proposal.

The proposed ordinance contains a total of 22 articles, emphasizing chastity before marriage, with a stated purpose “to create a school culture in which students, faculty, and guardians respect sex and bioethics.”

After receiving the official letter, the Seoul Metropolitan Office of Education posted a notice seeking opinions from elementary, middle and high school teachers in Seoul, and the Seoul Teachers Union responded by calling for “the immediate withdrawal of this bizarre ordinance” that it believes violates the Constitution.
The Korean Teachers and Education Workers Union also oppose the ordinance, claiming it “goes back to the past by defending the old customs under the pretext of protecting children.” The union called the proposal “irresponsible” and “shameless.”
While Rashid called the ordinance “deeply troubling,” not everyone in the replies to his Twitter thread shared his concern.
“Let me translate what you just said: ‘Oh no, a society actually has moral standards. This offends me and I must criticize it for not being degenerate like our own society’,” replied one Twitter user.

“No, it’s not ‘troubling’,” tweeted another. “One of the biggest problems in the West is single-parent homes, which is a result of the “Sexual Revolution” and reduced morals with regard to sex outside of marriage. It feeds poverty and crime rates.”

Rashid went on to express concern that the Seoul Metropolitan Council, under pressure from “K-Christian lobby groups,” might soon seek the abolition of the Seoul Student Human Rights Ordinance, in the belief that it “homosexualizes children.”
Rashid describes the purpose of the Seoul Student Human Rights Ordinance as protecting students from violence and discrimination, including discrimination on the grounds of gender identity and sexual orientation.
