Prosecutors said that Coleman did unlawfully and with intent attempt to cause widespread serious physical injury or death and attempt to destroy or substantially damage critical infrastructure.
A grand jury has indicted an Oregon man on new terrorism charges stemming from an intricate plot to kill ICE agents in Portland. Rayden Tanner Coleman, 18, of St. Helens, faces new charges of first-degree attempted domestic terrorism and second-degree domestic terrorism.
The charges, handed down by a Columbia County grand jury on Thursday, are in addition to the 13 original charges that include six counts of unlawful manufacture of a destructive device, six counts of unlawful possession of a destructive device, and attempted second-degree assault.
Prosecutors said that Coleman did unlawfully and with intent attempt to cause widespread serious physical injury or death and attempt to destroy or substantially damage critical infrastructure. Coleman, who was arrested on February 4, will be arraigned on Friday afternoon, and Deputy District Attorney Joshua Pond filed a notice seeking a harsher sentence, per court records.
According to a probable cause affidavit, Coleman allegedly devised an intricate plan to follow ICE agents home as they left the facility on Macadam Avenue and kill them, including by beheading and taking their severed heads as trophies. His plan detailed utilizing night vision goggles to stalk their whereabouts and wearing camouflage clothing to blend in.
Investigators found Coleman in possession of surveillance equipment, tactical axes, military knives, shovels, and homemade explosive devices, including Molotov cocktails, which were located in his vehicle during his arrest. Coleman had also been making payments towards the purchase of an AR-15, according to court documents.
Coleman allegedly attempted to recruit his roommates to kill ICE agents and detailed his kill plot in a now-deleted manifesto released on the Discord App. "I will actively kill any ICE agents killing or kidnapping civilians," wrote Coleman, according to a probable cause affidavit. The defendant detailed his intention to create a new country separate from the United States and recruit members to kill ICE.
Additionally, Coleman allegedly planned to kill the father of his friend, who works as a security guard at the Portland ICE facility. “I know this might sound crazy but I have a plan,” he allegedly wrote, revealing his intention.
Authorities said that Coleman admitted to the kill plot during interrogation, in which he reportedly stated that he planned to kill ICE agents by using Molotov cocktails. Coleman also admitted to making comments about beheading the federal agents, but claimed those were made only out of anger.
Coleman was apprehended after the parent of one of his roommates informed local police about the matter. He is currently being held in the Columbia County Jail on $400,000 bail.
