Rayden Tanner Coleman,18, of St. Helens, devised an intricate plan that included beheading ICE agents and taking their severed heads as trophies.
Coleman was arrested by local authorities on February 4 and has been booked into the Columbia County Jail on $400,000 bail. The defendant was apprehended after the parent of one of his roommates reported his kill plot to the police, authorities said.

According to a probable cause affidavit obtained by KATU, Coleman allegedly planned to follow ICE agents home as they left the facility on Macadam Avenue and kill them. This included using night vision goggles to stalk their whereabouts and wearing camouflage clothing to blend in.
Investigators found Coleman in possession of surveillance equipment, tactical axes, military knives, shovels, and homemade explosive devices, including Molotov cocktails, which were located in his vehicle during his arrest. Coleman had also been making payments towards an AR-15, according to court documents.

Photo via court documents)Coleman, who shared his plans in a manifesto on the app Discord, reportedly attempted to recruit his roommates to kill ICE officers, writing in a message that he was “sick and tired” of immigration enforcement operations and was “gonna get my hands on a firearm.”
“I will actively kill any ICE agents killing or kidnapping civilians,” wrote Coleman, according to a probable cause affidavit. He also intended to behead ICE agents and take their severed heads to a nearby Indian reservation to show people that he was serious about taking down ICE.
His roommates told police in an interview that they initially thought Coleman was joking around until they noticed his stockpile of weapons. One roommate said he attempted to talk Coleman out of the killings, telling him at the time, “I think you are too good and important of a person to get locked up,” as indicated in court documents.
Coleman also planned to kill the father of his friend who works as a security guard at the Portland ICE facility. “I know this might sound crazy but I have a plan,” he allegedly wrote, revealing his intention.
Court documents state that Coleman wanted to create a separate country in Warm Springs, Oregon, called the Cascadia Rangers Coalition, which would act as a base for his cause to kill ICE. He planned to recruit people.
Police said he admitted to plotting to kill ICE agents during an interview following his arrest, and said he planned to use Molotov cocktails. He also admitted to making comments about beheading ICE agents, but told police that his desire was made out of anger and did not intend to kill them that way.
Coleman’s roommates said he first discussed his plot in early January 2026. According to the defendant’s alleged X account, Coleman has been radicalized against ICE for quite some time, with posts mentioning that ICE must be stopped dating back to January 2025.
On January 9, 2026, Coleman wrote in a post on X: “When future generations ask you what you did to resist tyranny what will you say? That you cowered away? That you didn’t help your neighbor because you wanted to fight hateful and violent ideology with peace and love? What you do now will cement the side you take in history.”
He issued a follow-up post, writing, “We have waited far too long and allowed too much damage to be done. Fight back against the menace, defend yourselves and your neighbors with force. ICE will kill you and commit other crimes against humanity without care if you have loved ones. You have a right to self defense.”
Coleman has been arraigned on charges including six counts of unlawful manufacture of a destructive device, six counts of unlawful possession of a destructive device, and attempted second-degree assault. He has additional charges pending, records show
A pre-trial release hearing has been scheduled for Wednesday, February 11, at the Columbia County Courthouse.
