Trudeau's top doctor has told Canadians that if they are half-vaccinated, then they are "allowed" to socialize outdoors with close friends and family this summer.
Tam warned that this increase in social activity will only be possible if people continue to practice social distancing throughout the spring.
"Even partially vaccinated people should stay away from others until there is broader vaccine coverage in the weeks ahead," CBC reports, paraphrasing Tam.
The Trudeau government is insisting that their much-maligned public health restrictions cannot be lifted until 75 percent of Canadians have received their first dose.
Tam said: "Vaccines will be a major help in keeping your rates low and point towards a future that includes some of these activities that we've longed for without a resurgence happening ... Individuals with one dose should feel more confident that they're better protected, but you've got to get that second dose for maximal protection."
When pressed on the high bar for easing restrictions, Tam said, "You have to let the epidemiology and data drive the slow reopening measures at the local level ... I think masks might be the last layer of that multi-layer protection that we will advise people to remove."
On Thursday, President Biden said that Americans who are vaccinated no longer need to wear masks indoors.
As Canadians brace for Trudeau's "one dose summer," many have grown restless with what they see as excessive restrictions and lockdowns that have done significant damages to their incomes and mental health and violated their charter rights.
