Rosie O'Donnell's daughter arrested for child neglect after meth pipe found in home with feces, razor blades on floor: police

Rosie O'Donnell's daughter has been arrested for child neglect in Wisconsin after police found her 11-month-old son in a filthy home with feces, garbage, and a meth pipe. She is facing several charges.

Chelsea Belle O'Donnell, 27, was arrested earlier in September when police received a report about the home. According to court documents, the 911 operator reported that she heard arguing as well as a woman telling another person to "get the hell away" from her, the Daily Mail reported.



She tried to play down what was happening but then admitted to getting into an argument with her boyfriend Jacob Nelund. Officers allegedly found a box of hypodermic needles in the baby's bedroom. They also found a meth pipe with residue inside. O'Donnell was charged with child neglect, possession of meth, and possession of THC.

"I tried to ask her more questions and you could tell the (sic) Chelsea was not being honest whatsoever. This was a repeat of what happened a few weeks prior when I was at her house for a similar incident," the police wrote in a report.

When she was put in the patrol car, O'Donnell also confessed to having something in her bra, which police discovered was a vial container of sorts in a bag with some pills. "In the black vial was a white crystal-like substance that I know to be meth," the police report recounted. She had 18 grams of meth on her.

Both of them appeared to be under the influence at the time of the arrest and were living in squalid conditions with food rotting and moldy dishes all over the house. "The inside of the home was disgusting [with] milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor," the report read.

They also found the meth pipe in the first-floor bedroom of the house which the "small child could have easily grabbed," according to the police report.

"Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles," it went on, recounting the conditions of the house.

"It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment," the police alleged in the report.

Rosie O'Donnell had adopted Chelsea with her former partner Kelli Carpenter when Chelsea was a baby, but the daughter went back out to Wisconsin when she turned 18 in order to be closer to her biological mother. Rosie told the Daily Mail in 2017 that Chelsea "has been in and out of hospitals most of her life. Born addicted to heroin. She has had a tough road. She is very sick. She is not capable of truth or reason."
