Suspect arrested with blowtorch near LA Kenneth fire revealed to be illegal immigrant

The man seen in a viral video being subdued by residents & arrested by police near the Kenneth fire in West Hills is reportedly an illegal immigrant from Mexico. The man had a blowtorch at the time he was arrested.

National correspondent for Fox News Bill Melugin reported Sunday night that ICE will place a detainer on Juan Manuel Sierra-Leyva with the Los Angeles County Sheriff's Department, but the agency doesn’t expect it to be honored due to California's Sanctuary State law.



ICE sources added that multiple agencies have been interviewing the suspect.

Sierra-Leyva has not been charged with arson and is in custody only on a probation violation. Despite being apprehended at the scene with a blowtorch, the LAPD said on Friday there was no probable cause to arrest the suspect for arson, adding that “they made the determination that there was not enough probable cause to arrest this person on arson or suspicion of arson, and therefore, this person was arrested on a felony probation violation." 

When asked by a reporter during the press conference Thursday night if the Kenneth fire was intentionally started, Charles Dinsel, senior lead officer at the LAPD replied, "At this time that's what we believe, yes," adding that the area was a crime scene and that the fire was "being investigated as a crime.”

Sierra-Leyva is scheduled to be in court on Monday.

On Sunday, California officials announced that at least 24 people have died from the wildfires, 16 were killed in the Eaton Fire and 8 others died in the Palisades Fire, according to FoxLA.

The County of Los Angeles Department of Medical Examiner's (DME) website said that many of the decedents are John or Jane Does because "The DME cannot confirm human remains until after the DME processes them at our facility."

The fires have scorched tens of thousands of acres and destroyed or damaged thousands of structures. Recovery costs are estimated in the tens of billions.
