The Trudeau Liberals have unveiled their latest piece of legislation to control the internet in the form of Bill C-36: "An Act To Amend The Criminal Code."

The code would make it so that bloggers, publishers, and Facebook and Twitter users could face house arrest or large fines of up to $70,000.

The bill aims to create "a safe and inclusive online environment, an environment that protects everyone... You can never come up with a perfect piece of legislation."

According to Blacklock's Reporter, Minister Steven Guilbeault said that the bill aimed to create a safer internet.

"We have to use as many tools as possible to deal with this," said Minister Guilbeault. "There is no silver bullet to deal with this."

The bill reads: "It is a discriminatory practice to communicate or cause to be communicated hate speech by means of the internet or other means of telecommunications in a context in which the hate speech is likely to foment detestation or vilification of an individual or group of individuals on the basis of a prohibited ground of discrimination."

Hate speech is already illegal under the criminal code.

"These changes are designed to target the most egregious and clear forms of hate speech that can lead to discrimination and violence," said Canada's Attorney General David Lametti said yesterday.

"They do not target simple expressions of dislike or disdain that pepper everyday discourses, especially online."

The bill would also allow investigations into publishers from those who complain, including anonymous complaints.
