Ontario woman who murdered two-year-old granted day parole

The Parole Board of Canada decided to grant her parole on September 17, citing her "positive progress."

Day parole has been granted for Rainbow Hill, a Fort Erie woman who murdered two-year-old Marissa Whalen in 2011.

According to CP24, The Parole Board of Canada decided to grant her parole on September 17, citing her "positive progress." They claimed that she "will not present an undue risk to society if released."

The Parole Board told the child killer that her "release will contribute to the protection of society by facilitating your reintegration into society as a law-abiding citizen.”

Police had begun an extended search for two-year-old Marissa Whalen in October 2011 after having been reported missing. They later found her remains in Ohsweken, Ontario. While Marissa was first reported missing in October of 2011, police believe that she was killed in late July of that same year.

Investigations have shown that Rainbow Hill and Roseanne Whalen, the victim’s mother, were in a relationship when the horrific murder happened.

The Parole Board said its written decision that both Hill and Rosanne Whalen made the toddler a target of "animosity, maltreatment and physical abuse" before Hill killed her.

A quote related to the incident to Hill said "You took the lifeless body to your step-father's apartment. He was in the middle of contacting 911 when you were overheard urging your father to cancel the call. You were also heard on the 911 call telling the victim's mother that you could report the victim missing."

According to the Board, Hill had told her children and step-father to lie about the accident  when emergency crews arrived, telling them that her son was simply choking on cereal.

After killing Marissa, Hill wrapped the body in a blanket and placed it in a trash bag. Then, with the assistance of her sister from Niagara Falls, Hill located a place to bury the toddler’s body in a  “secluded spot in the woods hours away.”

Hill was arrested on October 13, 2011, after acknowledging her involvement with the toddler’s death. She was later sentenced to life in prison after pleading guilty to second degree murder.
