Arab migrants released into US under Biden charged with luring, rape of 13-year-old girls in Utah park

"I’ll be honest, I was having sex; is that illegal here, like in the park?" One of the men told officers.

Two foreign nationals allowed into the country by the Biden administration have been charged with raping 13-year-old girls while they were at a local park in Murray, Utah. Both suspects, each 18 years old, were booked in Salt Lake County Jail.

On June 24, police officers approached a vehicle at a local park and saw people getting dressed quickly inside. There were multiple used condoms outside the vehicle, and they found an 18-year-old male as well as a 13-year-old girl. On the scene, they arrested Yousef Muzin Yousef. The other 18-year-old male, Ali Odai Emad, was arrested shortly after.

The teenage girl said that her friend had just left with Emad and said that they had also had sexual intercourse in the car.

"I’ll be honest, I was having sex; is that illegal here, like in the park?” Yousef asked the police when he was in the police car. The girl with Yousef said that she felt like she was coerced into the act and that it was her first time doing so when she spoke to officials at a local hospital.

Both men admitted that they knew the girls were underage, according to Border Hawk. They were both charged with rape of a child and are facing charges of lewdness involving a child and sexual abuse of a child.

The men allegedly used various social media platforms in order to meet the underage girls and then sexually abuse them. According to ABC4, authorities believe they used similar tactics to get in contact with other victims as well. Both men were allowed into the US as minors under the Biden administration, according to the Department of Homeland Security (DHS).

DHS said of the arrests in a statement, "On June 24, 2026, the Murray Police Department arrested Yousef Muzin Yousef for the sexual abuse, rape, and lewdness involving a child. Yousef was admitted to the United States in 2022 under the Biden administration. On June 24, 2026, the Murray Police Department arrested Ali Emad Odai Emad, for lewdness involving a child and sexual abuse of a child. Odai Emad was admitted to United States in 2023 under the Biden administration."

It was initially unclear from which country the foreign nationals were from because the Salt Lake County jail system recently made changes so that country of origin is not in public view. The move from the Democrat-led city has drawn heavy scrutiny online from Republicans in the GOP-majority state.
