BREAKING UPDATE: Manifesto, pellet guns found on US Army vet Andrew Arrabaca during arrest for setting fire outside NYC ICE building: DHS

A man has been taken into custody after the suspect set off an "incendiary device" and lighting a fire outside a federal building in lower Manhattan. Authorities said that the man who was detained had a history of anti-ICE activities and had what appeared to be a manifesto.  

The man who was arrested has been identified as 43-year-old Andrew Arrabaca, per NBC4. The incident is being investigated as a possible act of terrorism. Two people suffered minor injuries from the incident. A US official told the outlet that Arrabaca had served in the US Army as well as National Guard and is from Poughkeepsie. 

The Department of Homeland Security posted about the attack from the suspect and said, "At approximately 8:20 AM, an anti-ICE rioter launched fireworks outside of 26 Federal Plaza, grazing a bystander and poured what is believed to be gasoline on the stairs of the entrance of the building and set it on fire."

"A FPS Protective Security Officer swiftly tackled and detained the agitator, sustaining minor injuries during the incident. Officers quickly recovered the individual’s bag, which contained what appeared to be two pellet guns and a manifesto." According to CNN, the suspect was carrying anti-ICE materials on him when he was arrested. He also threatened a passerby with the pellet guns, per the New York Post. 

Video showed the moment that the suspect poured flammable liquid and then ignited it outside 26 Federal Plaza. The suspect was then taken into custody. A pull-wagon that belongs to the man had a sign on it that read, "ICE off Our Streets," according to local reports. The NYPD said that the pull-wagon also contained fireworks as well as airsoft rifles. 

The federal building near where the incident took place houses ICE offices and immigration courts.

"The individual has been taken into custody and the FBI New York Joint Terrorism Task Force is investigating the incident,” the FBI said in a statement.

FBI Director Kash Patel said in a post to X, "This morning an individual deployed an incendiary device outside of 26 Federal Plaza in New York. The individual is in custody and two minor injuries reported thus far. FBI JTTF is investigating the incident."

New York City Mayor Zohran Mamdani said in a statement in reaction to the attack, "What occurred outside 26 Federal Plaza this morning was deeply disturbing. I’m relieved no one was seriously injured and that a suspect is in custody. My team is in touch with the NYPD and we will support the federal investigation. Our administration will continue to ensure that every New Yorker is safe in their city — and hold accountable any who threaten that."

The attack from the anti-ICE man comes as there have been increasing threats and violence against immigration authorities since President Donald Trump took office.
