It also conditions federal election-related funding on states complying with federal election integrity laws, the White House said in a statement. It also directs the attorney general to take action against states that count ballots after Election Day
"Free, fair, and honest elections unmarred by fraud, errors, or suspicion are fundamental to maintaining our constitutional Republic. The right of American citizens to have their votes properly counted and tabulated, without illegal dilution, is vital to determining the rightful winner of an election.
Under the Constitution, State governments must safeguard American elections in compliance with Federal laws that protect Americans’ voting rights and guard against dilution by illegal voting, discrimination, fraud, and other forms of malfeasance and error. Yet the United States has not adequately enforced Federal election requirements that, for example, prohibit States from counting ballots received after Election Day or prohibit non-citizens from registering to vote," the order states.
To ensure secure voting methods, the order directs the revision of the Voluntary Voting System Guidelines 2.0, requiring a voter-verifiable paper ballot record. It also prohibits the use of ballots where votes are contained in barcodes or QR codes, a measure intended to increase transparency in the voting process.
"The Election Assistance Commission shall initiate appropriate action to amend the Voluntary Voting System Guidelines 2.0 and issue other appropriate guidance establishing standards for voting systems to protect election integrity. The amended guidelines and other guidance shall provide that voting systems should not use a ballot in which a vote is contained within a barcode or quick-response code in the vote counting process except where necessary to accommodate individuals with disabilities and should provide a voter-verifiable paper record to prevent fraud or mistake," it states.
The executive order further empowers the Attorney General to enter into information-sharing agreements with state election officials to identify and address election fraud and other violations of election law. Additionally, it takes action against states that allow ballots to be counted after Election Day in federal elections, reinforcing the idea that election results should be determined in a timely manner.
In a move to reverse a Biden-era policy, Trump’s order also revokes Executive Order 14019, which had directed federal agencies to engage in voter registration and outreach efforts—a measure critics argued was designed to benefit Democratic voter turnout.
