Lisonbee filed paperwork to primary Moore earlier this month as the incumbent congressman's past actions have led to a congressional map redraw that has effectively blocked a fellow GOP colleague from running in Congress. Rep. Burgess Owens has also announced his retirement after the map was changed.
Moore is the vice chairman of the House Republican Conference and is one of four Republicans who were elected in 2024 from Utah in the House of Representatives. Although all four seats in the House from Utah are held by the GOP, that is all but certain to change after left-wing groups sued to change the congressional map in Utah.
Utah's independent redistricting commission revised the map in 2025 after a judge ruled in favor of a boundary change that sees much of Salt Lake becoming a congressional district. Although Utah is usually a solidly red state, Salt Lake County tends to tilt to the left.
Moore is a former co-chair of a nonprofit group called Better Boundaries that backed the creation of the independent redistricting commission, which was formed back in a 2018 ballot vote. Moore has recently been slammed for his role in backing the commission, which has now made it nearly certain that the GOP will lose a seat from Utah come the 2026 midterms.
