Cases Against Administration’s Pause on Grants, Loans, and Assistance Programs

The White House office budget issued a memorandum directing agencies to "temporarily pause all activities related to obligations or disbursement of all federal financial assistance" so that each agency can conduct a “comprehensive analysis” to ensure that its grant and loan programs comply with President Donald Trump’s executive orders. That memo was rescinded on January 29. White House press secretary Karoline Leavitt said in response, "This is not a rescission of the federal funding freeze. It is simply a rescission of the OMB memo. Why? To end any confusion created by the court's injunction. The President's EO's on federal funding remain in full force and effect, and will be rigorously implemented."
