Harris spoke on Friday at the National Urban League Conference in Nashville, Tennessee, as speculation continues about whether she will seek the Democratic presidential nomination in 2028. Harris lost both the Electoral College and popular vote in her unsuccessful 2024 campaign against President Donald Trump.
"We must allow for a real conversation about revisiting certain things," Harris said. "I know this is gonna be controversial coming from me, in particular. We need to revisit the Electoral College."
"We need to revisit the point of expanding the court to 13 justices like we have 13 district courts," Harris added. “We need to revisit, if they so want, statehood for Puerto Rico and DC.”
During her 2024 presidential campaign, Harris did not campaign on eliminating the Electoral College, a proposal included in the platform of the Democratic Socialists of America. However, Harris has previously expressed support for discussing the issue in recent months. In a June interview with Don Lemon, Harris said the US should have a conversation about abolishing the Electoral College, as well as the other issues she recently raised once again.
The former vice president also declined to rule out running for president in 2028. Harris said that she has “not made a decision“ and that she is “fully, sincerely, focused on these midterms.”
A poll released last month by the University of New Hampshire that surveyed likely 2028 Democratic primary voters found that Harris has just five percent support in a hypothetical race. In the survey, she trailed several other potential Democrats, including Representative Alexandria Ocasio-Cortez, former Transportation Secretary Pete Buttigieg, Senator Mark Kelly, California Governor Gavin Newsom, and Senator Bernie Sanders.
