Mexican illegal alien sentenced to 30 years for child sexual abuse, filming it in Virginia

Samuel Flores de Dios, a 36-year-old illegal immigrant from Mexico, was sentenced to 30 years in federal prison and a lifetime of supervised release after being convicted of producing child sexual abuse material (CSAM) by secretly recording himself raping a child under the age of 13.

According to court documents, between February and March 2025, Flores de Dios repeatedly brought the young victim to his residence in Fredericksburg, Virginia. There, he sexually abused her on multiple occasions and deliberately recorded the acts using cell phones positioned around his bedroom to capture the exploitation. One of the phones seized from Flores de Dios also contained videos showing a second adult male abusing the same underage victim.

In addition to the lengthy prison term, Flores de Dios will be required to register as a sex offender.

Homeland Security Investigations (HSI) led the investigation with assistance from the Spotsylvania Sheriff’s Office. This prosecution was brought as part of Project Safe Childhood, the Department of Justice’s long-running initiative aimed at combating the sexual exploitation of children.

The case comes as Virginia has shifted dramatically away from immigration enforcement under Democratic Governor Abigail Spanberger. On her first day in office in January 2026, Spanberger rescinded Republican Gov. Glenn Youngkin’s Executive Order 47, which had directed state agencies to assist ICE. She terminated 287(g) agreements that allowed local law enforcement to help with immigration detainers, issued Executive Order 16 prohibiting state property from being used for federal immigration enforcement, and directed the creation of “Know Your Rights” resources for illegal immigrants.

These moves have effectively created a softer environment for illegal aliens in the state by limiting cooperation with federal deportation efforts, even for individuals with serious criminal records.

Under Youngkin, state and local agencies actively partnered with ICE, leading to thousands of arrests of criminal illegal immigrants. Spanberger’s administration has prioritized “trust” with immigrant communities over handing criminal aliens over to federal authorities.
