Convicted child rapist, animal sex abuser, and baby killer sue Washington state for MORE trans ‘care’ in prison

Skeggi Katrinssonr, formerly Michael R. Caldwell; Szeth Aslan Magnus, formerly Hunter S. Christian; and Andrew Kennedy filed the federal lawsuit against the Washington State Department of Corrections and numerous prison officials. All three are incarcerated at Coyote Ridge Corrections Center.

Court documents obtained by Reduxx revealed that the inmates are seeking changes to Washington's policies governing transgender prisoners and access to additional treatments and accommodations, including electrolysis and body-contouring services, as well as monetary damages and other relief.

Katrinssonr is serving approximately 26-and-a-half years for sexually abusing two young girls. During the criminal proceedings, Katrinssonr reportedly claimed the girl had seduced him. His current grievances include the conditions under which transgender inmates can use laser hair-removal equipment. DOC was already providing access to a personal laser hair-removal device for transgender inmates. Prisoners had previously been allowed to use the equipment in a private room in the prison's medical clinic once or twice per week. In 2024, prison officials ended that arrangement and instructed inmates to use the equipment in their cells.

Katrinssonr argues that did not provide sufficient privacy. “My cell door has a 34×34 [inch] window where any male inmate or officer can see inside my cell and watch me use the device on my maturing female body,” Katrinssonr wrote.

Katrinssonr also complained about having to change clothes alongside male prisoners after obtaining a job in the prison textile shop and claims the situation ultimately caused Katrinssonr to quit the position. “This process of men and trans-women stripping in the same area together is undignified, sex discrimination, practicing conversion tactics, and shocks the social conscience. The lack of any protocol fosters discrimination across the board,” Katrinssonr wrote.

The second plaintiff, Magnus, identifies as nonbinary and intersex. Magnus was arrested in 2018 after investigators looking into allegations involving child sexual abuse material discovered images and videos depicting sexual activity with multiple dogs. Authorities said the animals included a Rottweiler, Chihuahua mix, and Labrador. Magnus was subsequently convicted of offenses that included first-degree animal cruelty with sexual motivation.

Magnus is seeking treatments intended to preserve both masculine and feminine physical characteristics simultaneously. According to the complaint, Magnus sought Minoxidil to promote head-hair growth as well as low-dose testosterone, including over concerns about shrinking testicles. At the same time, Magnus sought access to laser hair removal to eliminate body hair. Magnus reportedly did not have a gender dysphoria diagnosis and did not want feminizing hormone therapy. Instead, Magnus describes the desired result as maintaining both masculine and feminine characteristics.

Magnus alleges DOC's failure to provide the desired combination of treatments caused significant psychological harm. “I have suffered not only setbacks in my prescribed treatment plan, but reversal of effects of the prior treatments, mental anguish, exacerbation of depression, anxiety, PTSD, and a loss of the forward momentum in maintaining the delicate balance between my masculine and feminine sides …” Magnus wrote.

The third plaintiff, Kennedy, identifies as nonbinary, intersex, and “two-spirit.” Kennedy was convicted of homicide by abuse after killing a 10-month-old relative who had been placed in Kennedy's care.

Court records describe repeated abuse of the infant, including bruising, a broken arm and multiple head injuries. Kennedy had also engaged in conduct that caused the baby to stop breathing before the fatal attack. In October 2004, Kennedy killed the infant by intentionally and violently causing the child's head to strike a stationary object. Kennedy was convicted of homicide by abuse and received an exceptional sentence above the standard sentencing range.

Kennedy does not want hormones or physical transition procedures, yet still alleges entitlement to gender-related treatment based on claimed nonbinary, intersex, and “two-spirit” identities. Kennedy also requested DNA or blood testing in an attempt to determine whether an intersex condition could be confirmed. Prison medical personnel allegedly declined the request and treated Kennedy as male based in part on physical appearance.

Kennedy described in the filing: “I see my curves and hips as a gift from the Goddesses and my masculine traits as a gift from the Gods. I was, from birth, granted the boon of seeing feminine and masculine within myself, yet too blind and misled to truly see them.”

Kennedy further alleged that DOC's treatment violated divinely granted rights. “I am being told I must either be a man or woman and identifying as two-spirited/nonbinary/intersex is not an option that is allowed. This immoral disregard for my Divine Rights granted to me by my Creators, to be who and what I am, shows blatant disregard for the law, for my authenticity, for my sovereignty, and to my Divine Rights to be me,” Kennedy wrote.

The prisoners have invoked the Americans with Disabilities Act and other federal protections in arguing that DOC has unlawfully denied or restricted their treatment.

Their filings have also cited litigation involving Autumn Cordellione, a transgender-identifying Indiana inmate convicted of murdering an infant who successfully challenged Indiana's restrictions on transgender surgery for prisoners.

Records previously obtained revealed that the Washington Department of Corrections spent more than $4.8 million on “gender affirming care” for inmates since fiscal year 2019, with approximately $4.46 million paid directly by DOC and another $394,237 paid through Medicaid. The records showed more than $3.2 million in general procedure and treatment expenses, approximately $527,900 for bottom surgeries, nearly $586,000 for top surgeries, roughly $84,000 for laser hair removal, and more than $67,000 for office visits and consultations.

Spending has accelerated sharply. DOC expenditures exceeded $1.56 million in fiscal year 2025, while projected fiscal year 2026 costs were expected to surpass $1.86 million. Separate budget records showed lawmakers created dedicated “Gender Affirming Services” funding lines for DOC. The combined adjusted budgets for fiscal years 2024 and 2025 totaled approximately $2.34 million, with expenditures reaching roughly $2.27 million.

Washington has also specifically sought contractors to provide electrolysis and laser hair-removal services to incarcerated individuals across the state.
