Over the course of 42 minutes, Shirley and David walk through the known fraud in the state.
Minnesota Governor Tim Walz, Lt. Governor Peggy Flanagan, Rep. Ilhan Omar, and AG Ralph Ellison have all defended the close-knit immigrant community from allegations of rampant fraud. This is despite the convictions that have come about for fraud in that community to the tune of millions of dollars. Members of the Somali community have apparently put together businesses claiming to offer services specifically to take government money for the services and then have not provided those services.
A shocking lack of oversight in Minnesota has allowed this kind of fraud to flourish as those who run the businesses have pocketed the money, used it to fund lavish lifestyles, and even sent cash back to Somalia, where some has landed in the hands of Islamic extremist terrorists.
The industries they investigate are day care facilities, autism services, transportation services, and healthcare services. "It's far worse than anybody can imagine," David said, going on to say that he believes the fraud is over $8 billion. At the time of writing, the video has racked up over 26 million views on X alone.
The two go through the paperwork first, showing lists of day care and healthcare centers, before heading into the field to check them out for themselves. Shirley notes signs at some day care centers saying that the facility is open 7 am to 10 pm, seven days a week. Yet no one comes to the door when he rings the bell, and there are no visible outdoor play areas for the children.
When the men do encounter people at the facilities, those people refuse to talk to them. They speak Somali to each other, tell Shirley and David they are not welcome, that Shirley can't enroll his son "Joey" at the facility, and tell them to leave. "This is not a Joey spot," says one man who opens the door to an empty day care facility and directs him to a phone number on the side of the building.
Another building, housing the Quality Learning Center, had the word "learning" misspelled as "learing," in a bit of irony. Minnesota Rep. Tom Emmer found it all very disturbing. "4 million dollars of hard earned tax dollars going to and an education center that can’t even spell learning correctly. Care to explain this one Tim Walz?" He asked.
One Somali woman says she is afraid of Shirley because of his "color," which seems like an obvious ploy to play on the "white guilt" that has facilitated so many Minnesotans to turn a blind eye to the graft happening in their state. She seems confused when Shirley says her remarks are racist.
At one point, outside one of the many facilities the two visited, a white woman shows up to start recording them, shouting that they are ICE. "I'm a YouTuber," Shirley says. When he starts to actually explain what they're doing there, she appears to listen for a moment, but has no response.
At a building housing dozens of alleged healthcare facilities, Shirley and David are escorted out by police for trespassing. They explain that they are there to acquire rates for services, such as home health aides, but police tell them they are trespassing and lead them out of the building.
Each facility that Shirley and David visit shows no signs of life or industry. There are no children at any of the many day care centers, and David begins to ask anyone he can find at these places where the children are and where the money has gone. Clearly, more digging into this is necessary to expose additional fraud.
These businesses have garnered millions and millions of dollars from the state of Minnesota and the federal government in taxpayer funds. Shirley calculates over $25 million in taxpayer dollars going to empty businesses that are not providing the services for which they were paid.
Clips from the video, as well as the full length, were shared widely across social media and remarkably no Community Notes have yet sprung up on Shirley's post to question his reporting, a tacit understanding that there was nothing false in his work. Many called for Governor Tim Walz to resign as more and more allegations—and convictions—against Somalis for fraud pile up in his state.
