Trans 'youth advocate' for homeless teens charged with raping infant girl in Washington state

A trans-identifying homeless man has been arrested and charged with the rape of an infant in Washington state. Isabelle "Izzy" Kelso Flournoy IV, born as William, 25, of Tacoma, was taken into custody by the FBI's Missing and Exploited Children's Task Force on March 5. He is being held in jail on $1 million bail, records show.

Flournoy, a former employee at a homeless shelter for juveniles, was allegedly featured in a photograph penetrating an infant girl's vagina with his penis. The Tacoma Police Department had received a Priority One-level cybertip from Google, describing the image as an "adult man, on his knees with a small infant in front of him," which led to Flournoy's arrest.

Investigators identified Flournoy as the suspect by tracing an IP address associated with the image upload. Detectives said that the man in the pedophilic photo had "two distinct moles" on his hands, the same moles observed on Flournoy's, according to a police report obtained by Reddux.

Authorities identified the victim and made contact with the victim's parents, who are also transient. The infant's father informed detectives that they had invited Flournoy to live in their motel room to assist with babysitting their children while he and his wife worked. The father told police he believes the incident occurred sometime in 2023. Additionally, the report states that Flournoy had access to the infant victim's two other siblings, also children, at the time. Further investigations are underway. 

Tacoma police public information officer Shelbie Boyd told reporters that the investigation remains ongoing. "I spoke with the lead detective, and he is actively investigating this case and continuing to run down all leads, including reviewing locations where the arrestee may have prior history," she said.

Flournoy pleaded not guilty to charges including first-degree rape of a child and sexual exploitation of a minor during his initial arraignment last week, court records show. This is not the first time Flournoy has come under investigation in the state.





In July 2025, Flournoy was charged in a separate case with possession of depictions of children engaged in sexually explicit content. According to court documents, detectives located files on his Google account that included "voyeuristic-style" photos of girls ages 12 to 18 and a video of Flournoy masturbating on the steps of a youth homeless shelter in Tacoma. Authorities received at least six cybertips associated with the defendant's accounts. 

Flournoy claims to be a "youth advocate" on his social media accounts. He previously volunteered with the REACH Center's Youth Action Board in Tacoma, which is a youth-led group providing input on young people experiencing homelessness. Carlos Garcia, director of the youth group, told News Tribune that Flournoy has not been involved with the board since October 2023 and served only as a volunteer. Authorities are probing the center to investigate if there are any additional victims.
