"As a priority," begins an email from Delwarare Assistant US Attorney Lesley Wolf on August 7, 2020, "someone needs to redraft attachment B. I am not sure what this is cut and pasted from but other than the attribution, location and identity stuff at the end, none of it is appropriate and within the scope of the warrant. Please focus on FARA evidence only," she writes, going on to say that nothing in the email should reference Joe Biden, who at the time was running for president on the Democrat Party ticket.
FARA is the Foreign Agents Registration Act, and an investigation would have looked into whether Hunter Biden was in violation of that Act by not registering as a foreign agent when he intended to collect so much income from overseas sources.

Political Figure 1 is Former Vice President Joseph Robinette Biden Jr. The exhibit reads further that Biden "is currently the Democratic Party Presidential Candidate for the United States and served as the 47th officeholder for the position of the Office of the Vice President of the United States (VPOTUS) in the Barack Obama Administration from January 20, 2009 to January 20, 2017. He is the father of SUBJECT 1." Subject 1 would refer, of course, to Hunter Biden.
Shapley gave testimony to the House Oversight Committee in June, alleging that the Department of Justice had impeded his investigation into Hunter and Joe Biden over alleged tax crimes. Shapley, who has been with the IRS since 2009, testified that "investigative steps were denied," and "enforcement operations rejected by DOJ."
This, he said, was "after former Vice President Joseph Biden became the presumptive Democratic nominee for President in early April 2020, career DOJ officials dragged their feet on the IRS taking these investigative steps."
Shapley wanted to conduct a search at Biden's Delaware home, despite there being an affidavit "establishing probable cause for these physical search warrants." Shapley and his team also wanted to conduct interviews, but these were not permitted. Wolf was the one, per Shapley, who said a search warrant would not be permitted.
In September 2020, Assistant US Attorney Lesley Wolf said that "there was more than enough probable cause for the physical search warrant there," and attested to Shapley that much more evidence would likely be found at the guest house. Wolf said, however, that a search warrant for that residence would not be approved.
Prosecutors, Shapley told Congress, "even wanted to remove Hunter Biden's name from electronic search warrants, 2703(d) orders, and document requests. Special Agent said on the call he felt uncomfortable with removing the subject's name from those documents just based on what might or might not be approved, as that seemed unethical. But his concerns were ignored."
"Wolf also said in September 2020 that a search warrant for the emails for Blue Star Strategies was being sat on by OEO [Office of Enforcement Operations]," Shapley said. Blue Star Strategies is a "consulting firm linked to the president’s son for potential illegal lobbying," Politico reported in 2021.
The House Oversight Committee has been diligently investigated the Biden family's overseas business dealings to determine if the influence peddling that companies in China and Ukraine allegedly paid Hunter Biden for was delivered by his father Joe. It is those overseas business deals that are at the root of the FARA investigation.
An impeachment inquiry opens into Biden on Thursday.
