Democratic State Representatives Anita Somani and Tristan Rader unveiled their proposal in a video posted on Bluesky, explaining that the bill mirrors a similar measure first introduced in Mississippi by Democratic Senator Bradford Blackmon.
"Fair is fair, right?" Somani said. "If this legislature is so dedicated to regulating women's bodies and their access to contraceptives and abortion care, then let's start policing men in the same way. After all, it does take two to tango, right?"
She further elaborated: "Our bill would make it illegal to discharge semen or genetic material without the intent to fertilize an embryo."
Rader echoed her sentiments, adding: "If you find the language [in the bill] to be absurd, then maybe you should find any bill attempting to restrict reproductive freedoms absurd as well."
According to WTRF, the bill is expected to include exceptions for contraceptive use, masturbation, and members of the LGBTQIA community.
Violations of the proposed law would result in escalating fines, including $1,000 for a first offense, $5,000 for a second offense, and $10,000 for any additional offenses.
