A prolific violent offender with over 30 violent prior arrests has been charged with stabbing a 41-year-old woman to death at a bus stop on Monday in Fairfax, Virginia.

Investigators say that Abdul Jalloh, 32, murdered Stephanie Minter of Fredericksburg, Virginia, at the Hybla Valley bus stop near Richmond Highway and Arlington Drive. Jalloh has been charged with second-degree murder, according to Fairfax County Police. Investigators say the attack appears to have been random, and they are still working to determine a motive.

On Tuesday morning, Fairfax County Police issued an alert stating they were searching for Jalloh and described him as a person of interest, saying he was the last person seen with the victim. By Tuesday night, police said Jalloh was taken into custody on an unrelated theft charge. He was later charged in connection with Minter’s death, police said.

Jalloh has a lengthy criminal history, including multiple cases involving assault-related charges, larceny, and felony malicious wounding charges in May and August 2025. The records indicate he has been arrested more than 30 times, including for alleged violent offenses.

News4 asked the Fairfax County Commonwealth’s Attorney’s Office why he was not in custody from earlier charges. In a statement, the Commonwealth’s Attorney’s Office said it convicted Jalloh in a 2023 case and acknowledged concerns about the risk he posed, but said past prosecutions were sometimes unable to proceed because victims could not be located. “Unfortunately, the defendant in this case also had a history of selecting victims with no fixed address – some of the most vulnerable members of our community. In multiple cases, we were unable to move forward with prosecution because victims could not be located or contacted, despite considerable effort from our police department to bring them to court.”

Police said the investigation remains active and urged anyone with information to contact detectives.
