California Republican Assembly members James Gallagher and Kevin Kiley on Monday introduced Assembly Concurrent Resolution 46 which would terminate Democrat Governor Gavin Newsom’s emergency powers and called for an end to state's onerous COVID restrictions.

According to a press release, 14 counties in California have adopted or expressed support for the Healthy Communities Resolution, an alternative offered by the sponsoring Assembly members which "rejects the state’s top down, one-size-fits-all Blueprint for a safer economy."
Kiley said, "Gavin Newsom’s response to COVID-19 has been a failure by any measure. Rather than needlessly continue to destroy lives and livelihoods, the state should trust local communities and the people of California to make their own decisions."
According to the Associated Press, "California and Florida have experienced almost identical outcomes in COVID-19 case rates” despite their differing approaches, and that “states with greater government-imposed restrictions have not always fared better than those without them."
Gallagher added, "It’s time to end the Governor’s top down rule and restore local control. This arbitrary tiered system has devastated our businesses, employees, and our kids’ education far too long already. Other states have done just as well or better responding to COVID-19 without this heavy handed approach."
On Monday, Los Angeles County moved into the state's 'red' tier, after providing 2 million COVID vaccine doses to hard-hit communities. Indoor dining reopened as well as movie theaters and indoor fitness centers, all at limited capacity.
Over the weekend, the recall effort against Governor Newsom passed the two million signatures targeted to get the measure on the ballot. In response, Newsom called the millions of supporters of the recall "anti-vaxxers, QAnon conspiracy theorists, anti-immigrant activists and Trump supporters."
Progressive Senators Elizabeth Warren (D- MA) and Bernie Sanders (D- VT) announced Monday that they are supporting Newsom against the recall effort.
