Homeless woman with history of anti-Asian crimes allegedly assaults Japanese diplomat in Portland

It has since been revealed that the suspect, 23-year-old Arissa Jean Minyonne Robinson, has a history of crimes targeting Asians.

According to FOX 12, the incident took place on Saturday, June 17 as Yoshioka was making his way down Southwest Park Avenue near Oak Street. He was allegedly "jumped" by Robinson and slammed onto the pavement. The force of the impact caused him to start bleeding.

When officers arrived on the scene, they observed: "a lot of blood running down [his] back." Yoshioka explained that Robinson had "pushed him down unprovoked." He was taken to hospital to be treated for a "laceration" on his head.

Police were able to track Robinson down to the US Bankcorp Tower, where she had reportedly been hiding since the attack. According to the Multnomah County Sherrif's Department, she was booked at the Central Precinct shortly after 12:30 pm.

Robinson was subsequently charged with fourth-degree assault and felony bias crime. Records show she was also charged that day with additional counts of fourth-degree assault and felony bias crime, as well as misdemeanor strangulation, in connection with another attack involving an Asian victim in 2022. She is currently being held at Multnomah County Jail, with a court date scheduled for August 9.

Yoshioka has served in his current position since March. In May, he met with Portland Chief of Police Charles Lovell to thank him for "ensuring the safety of citizens of Portland including Japanese nationals."

Yoshioka recently said he was "glad to be assigned to Portland," adding that he still has a "good image about Portland despite this incident."

Court documents reveal that the attack on Yoshioka was part of a "broader pattern" of violence against Asians exhibited by Robinson. In August 2022, she assaulted Mr. Huang, a 76-year-old Asian man, sneaking up from behind and punching him in the head numerous times. She then held him in a chokehold to cut off his air supply. Mr. Huang has since recovered.

A year earlier, Robinson attacked a mother and her baby in Portland's China Town, later telling officers she "meant to" kick over the stroller.

Robinson has a lengthy rap sheet with numerous arrests, as well as court cases involving a landlord-tenant dispute and fare violations.

Records show she was charged with second-degree criminal mischief and interfering with a peace/parole and probation officer in 2019, and fourth-degree assault and harassment in October 2022. For the second set of charges, she pleaded not guilty, and the case is still open.

Robinson was also hit with a slew of charges in 2021 ranging from interfering with public transportation, to recklessly endangering another person. That case has since been closed, and the charges dismissed.
