Responding officers located Officers Castellanos-Orellana at the scene covered in blood.
According to Kenner Police, the department was notified on Feb. 20 of the rape of a 14-year-old girl at knifepoint.

Just a few days later on Sunday, Feb. 25, police responded at approximately 3:15 am to reports of a stabbing in the 2600 block of Phoenix Street.
According to police, a man was exiting his vehicle and was approached by Castellanos-Orellana who demanded his property. Officers said that Castellanos-Orellana stabbed the victim multiple times in his face and his back during the robbery.

Fox 8 reported that the victim was taken to the hospital and is in stable condition.
He was arrested and booked on armed robbery, aggravated battery, first-degree rape, and aggravated assault and a federal “ICE” detainer was also issued for him.
Chief Keith Conley said that Castellanos-Orellana was able to use multiple aliases in the past, which is common with illegal immigrants due to lack of documentation. Castellanos-Orellana had gone by Elven Locket and Angel Matias.
Chief Conley said, “This case highlights the challenges faced by local law enforcement when dealing with illegal immigrants. Limited access to data, false identification, and language barriers hinder our efforts. The arrest of Castellanos-Orellana brings relief to our community, but concerns remain about potential future crimes and identity changes.”
He added that the illegal immigration crisis was "...a drain on local law enforcement’s budgets and taxpayer’s money."
