Scott Presler urges PA voters to remove trans Coolbaugh Township Supervisor who harassed woman over 'misgendering' at pharmacy drive-thru

Scott Presler has told voters that they have "an opportunity to defeat" a trans-identified male local Pennsylvania official who went viral in 2025 after a video was captured showing the official harassing a black woman at a CVS drive-thru.

Presler wrote, "Remember the transgender man that accosted a black woman at a CVS?" He said that Cara Rogan, a Coolbaugh Township Supervisor, "is up for re-election in 2027. You have an opportunity to defeat him next year."



In a video clip that went viral in 2025, Rogan was seen standing beside Amiellya Broxton’s car, yelling at her. "Can you get the f*ck off my car," Broxton told Rogan. "Thank you, sir," she added. Rogan had blocked Broxton from leaving the drive-thru line, and told Broxton, "You’re not going anywhere until I get served."

"Actually, it’s ma’am," Rogan replied, "but f*ck you." Broxton called Rogan sir again, which resulted in Rogan yelling. "Sir? Oh really? Sir? Sir? You wanna keep saying sir, b*tch?" Rogan said as he approached Broxton’s side window.

"You piece of sh*t," Rogan continued. "You piece of f*cking sh*t. You wanna keep saying sir? Are you a Trump voter?" Broxton replied, "No the f*ck I am not," to which Rogan replied, "Oh really? Cause you’re talking like one now." He later added, "You sound like a MAGA b*tch."

Broxton repeatedly asked Rogan, "What are you gonna do?" and demanded that Rogan stop touching her car. "You touching my sh*t like you own it. Do you own it?" Rogan replied, "It is sh*t. It’s a Nissan." The situation escalated, with both parties raising their voices and Braoton getting out of the car. "Get the f*ck in the car. I am playing with you," Broxton told Rogan, whose truck was blocking off the exit of the pharmacy drive-thru.

Following the incident, Rogan was charged with harassment/acts to annoy and disorderly conduct hazardous/physically offensive condition. He was charged under the name of Joseph Rogan. Calls for Rogan to resign grew, with Rogan releasing a statement that read, "My actions toward the other female at the business were shameful, and I should have known better." Apologizing to Broxton, Rogan said, "To you, I am sorry."

Broxton spoke out after the incident, telling local news, "This person came so close to my window that I could smell her breath." She recalled feeling unsafe as Rogan approached and touched her car. "I’m over here looking for something to protect myself just in case we got into an altercation because we were very close," she said, later adding, "I was barricaded in and told that I was not going anywhere."

She said in regards to the "sir" comments, "If you wanted to be addressed as ma’am, you should’ve acted more lady like." She added, "I just matched a person’s disrespect, that’s all. If the person didn’t come off rude at first, then 'sir' would’ve never been used the second time."

The Coolbaugh Township Board of Supervisors voted in early March of 2025 to strip Rogan of his position as Vice Chair and barred him from participating in committees and councils. However, Coolbaugh Township Solicitor Patrick Armstrong said at the time that there is no law in the state that allows the board to force a supervisor to resign or impeach them.

In the wake of the video going viral, the township’s Municipal Center and Department of Public Works were closed for a number of days due to threats received. Residents at a town meeting asked whether Rogan would personally be refunding the Pocono Mountain Regional Police for costs incurred by officers working overtime due to the threats. Rogan said he would not be doing that, and that the board pays local police $4 million per year to keep residents safe.

Some residents said that Rogan should be the one paying the costs, as the situation was "all her fault." Rogan yelled at the residents, saying that the board had called for police protection because of "transphobic bigots."
